New site pages not indexing properly, what am I doing wrong?

there can be some variance in indexing time. I would first see what the reason is by checking the Page Indexing report in Google Search Console, then ensure that the pages have internal linking and do not have the noindex tag.
 
It might be because the pages that are not getting indexed have content which is already present on the internet. Google some times reject content that doesn't add value to the searches.

2nd is your website is new, be consistent in publishing. Send new urls through google search console everytime you publish them. Keep google informed that you are publishing content.

Not sure if this is normal for new sites or if I’m missing something basic.

For new websites, some delay in indexing is not unusual. First of all you should look at your internal links and whether the webpages add anything to it or not. A good sitemap and robots.txt file does not means google indexes them.
 
1) not use a selfhost cms
2) fix all technical seo issues
3) no tags, categories,
4) no deep internal silo links - the defualt next and back to page linking (default)
5) not use heavy broad keywords on your topic pages where you list your posts/ or have unique words for these pages, list max. 10-15 posts in one topic page.

setup the flattest site structure on your blog as traffic
hub.

But most not understand it......

it is quite usual on a newly established website. checking internal linking and whether the pages provide anything special should help and just let google do its job without resubmitting site maps all the time.

Clean sitemap and robots does not necessarily indicates that google wants the page yet. It might be good to looking into internal linking and whether those pages really add anything unique.
