So you stand outside a crowded establishment and offer cash incentive to complete an offer on your tablet? Your best bet is to find a compatible offer that allows incentive, then ask your AM for permission.

You know people have been doing this for years with credit cards. They stand outside sports games and such and give away free t-shirts or whatever. Downside is the leads are usually shit due to false info. You might be able to find a credit card offer that will let you do this, but I recommend looking at the person's driver's license to confirm that the info is not bogus.
