Has anyone ever tried this strategy?
Like a closed circuit PBN network.
Network will have both new and expired domains. They will all point to each other to keep the link juice within the network.

Naturally it's a disastrous strategy for money sites.
But what about using this network to boost tier 2 links and such?
 
Many people do this but control the number of links from each site otherwise google will catch you.
I don't plan to use it for money sites at all.
Will only use it on tier 2 links, web 2.0 parasites,etc.

As far as I know Google only reviews sites that have a high surge of traffic in a short span of time so theoritically both my parasites and link network should be safe.
 
In my opinion using those interlined PBNs as a tier 2 is good to go. I don't recommend to use it directly on money sites. Also, don't over with that.

Let's say I created a network with completely new domains.
Will interlinking them increase their DA/DR even through they don't have any DA/DR of their own?

No. The domains are new and they don't have any power. So it won't help much. If you are just going to use them as tier 2 and for a short term, you can boost those with some other link sources like blog comments, profile links etc.

Interlinking your new domains can help to index them efficiently, they don't have much impact on DA/DR. To Increase the DA/DR of your new domains, focus on acquiring high-quality backlinks from reputable websites, those external backlinks will have a more significant impact on improving their authority and search engine visibility.

That will turn my network into a generic PBN. What I'm trying to achieve is a cost effective poor man's PBN with newly registered domains since I don't have the budget for acquiring expired domains or buying authority links.
