Neighbours IP make different account OK?

Yes, you should be okay with it. Many people war drive to do exactly the same thing. In fact, half of my neighborhood has wide open wifi's. Including the fire station and the local church.

i have two cheap laptops permanently connected to my neighbors non secure wireless for this very reason
rookie you shouldnt have to reboot, you could always use a different browser to be on the safe side after youve connected to a different network as far as i am aware the browsers dont share the same cookies or temporary internet files...

You forgot about the useragent !
The useragent is nearly like a second IP if you create multiple accounts on one site.
useragent+screen-resolution can be pretty unique.
Also: using your neighbours wifi means everyone in range including your neighbour can see what you do and you are easy to locate.

Wardriving is a sport, people are actually searching wlans to sniff them and abuse em in some way.
I don't know your neighbour or his family, if anyone runs a sniffer in the local network you'r caught
keep useragent in mind, creating a lot of accounts on one website using the same useragent is a good risk of getting caught sooner or later.
