Assume for the sake of conversation that one of my websites has been hit by negative SEO, how would you recover from it?

As of right now, I have not seen a cost efficient way to recover from it.

However, there are a few known things that could be done to prevent/recover if the site is extremely valuable to you.

    Prevention

    1. Work to make your site an authority site as quickly as possible in your given niche. Authority sites as of right now are pretty immune to penalties.
    2. Don't perform negative SEO on competitors who APPEAR to be proficient SEOers, as chances are they will figure out what's going on eventually and slap you right back.

    Recovery

    1. If you KNOW your backlinking has been 100% clean, and are completely positive your competitors are bombing you, submit a reconsideration request to Google and tell your tale.
    2. Utilize newly created link deleting services, although to be honest if your being negative SEO'd, your throwing away money here.
    3. Keep repeating 1.

To be honest though, your better off starting another venture until Google fixes their mistake.

If you can try to get the links removed. If you can't then you really gotta keep on chuggin, a putting out quality work and content.

Hopefully there will come a day where it becomes very easy to prevent negative seo... sofar that day has not yet come..

You can't. Google has created an exploit in the game, when someone uses that exploit you can't prevent him. While in fact you could recover if you weren't totally deindexed but if they could do it the first time then they can again. Matt Cutts mentioned that if a domain gets too spammy, then you better off starting with a new one. I think it's with one of those buy aged/expired domains videos.
