Is it me alone thinking this "Duplicate content" thing is just a myth?

Hmm well I was just looking around today and saw this on google's webmaster guidelines.

"If you find that another site is duplicating your content by scraping (misappropriating and republishing) it, it's unlikely that this will negatively impact your site's ranking in Google search results pages. If you do spot a case that's particularly frustrating, you are welcome to file a DMCA request to claim ownership of the content and request removal of the other site from Google's index."

So i should believe that google doesn't go around checking your articles to see how unique they are. Spinning a PLR to about 50% uniqueness and adding a few touches and formatting to your liking should be enough to keep your articles away from any problems as no one can claim ownership of a PLR. Right?

Cause creating content is really frustrating.

However, google after the panda update is smart enough to trace spun content.. So, spun content is not as good as it was until a few months ago.

Aiight so lets say i spin the article to 65% uniqueness, Then i go ahead and make it readable And also add a bit more content maybe say 100 words. Would "panda" still be onto me?

I think it depends a lot on the authority of the site.
I have some autoblogs that rank on the first page within hours for news stories that are scraped and spun with TBS.
But then again, unique content would prob have me ranking much higher...

Unique content creation is not frustrating. What could be frustrating is using scraped or low-quality content on your site.

When dealing with duplicate content there are two main issues that come up.

    1. If your content is marked as duplicate it might not show up for a search that it would otherwise. Unless the clicks to include the duplicate results link.

In order to show you the most relevant results, we have omitted some entries very similar to the 616 already displayed.
If you like, you can repeat the search with the omitted results included.

    2. If your content is a duplicate of some other website's content, that other website can file a DMCA notice against your site. If found guilty your site's page can be de-indexed or even worse your entire site can be de-indexed.

Here is some good info on duplicate content from an engineer at google.
