WTF are you going to do about a site if you can barely afford domain/s? Use blogger it's free!

Godaddy is no fun to have. Namecheap is better, but they charge $2.99 for an .info domain.
But remember, you do need hosting as well, which tends to be more.

What you can do, is register it with namecheap and then try to transfer it to doteasy.com. That gives you a free year of hosting. Before that year is done, make sure you move it to a proper registrar, as doteasy will chrge $23 per year as a registrar, which is way too much, but then again, their hosting is cheaper.

If you go for a free blogger or wordpress account, you will have plugin limitations.

.info was offered because you mentioned the cap of your budget at $4. Hard to come by with a .com on that money. Unless you go for hosting and agree to have the provider register it in their name and hold you hostage forever.
