Need Tier 1 ideas...

So for tier 1 I'm going to use:

- Guest post
- Web 2.0
- PBN

Here are the problems though:
1. Is it okay that the guest post has a low DA?
2. If I start a Web 2.0 for tier 1, it will have a very low DA since it just starts out... would it look bad to start driving Tier 2 links to it?
3. PBN's may take some time to build as well, especially with a new domain name. Or I can buy expired domain names but it will be pretty costly and take time to find them...
4. Are there any other Tier 1 ideas besides guest posting, web 20, and pbn?

Any solutions or answers to these problems?
