So I bought a pr4 16 year old domain catchy domain and I'm looking to build a Surf related authority site. Looking to have a forum as well as an option to add an e commerce section later on after building trust. Any suggestions would be much appreciated!

If you want to design the sport authority site, these are the following topics you must cover in your blog
    1. compare with the competitor sites layout
    2. You need to design the blog according to that site. (For Eg., if its a shopping site they are adding Deal of the Day, 50% discount and so many sections similar to that, you need to add in our sports sites)
    3. Add the section in the home page (Upcoming sports schedule, latest news, live scorecard)
    4. want to add sports star galleries and information's
    5. You can segregate each games in a category wise, for that you need more content as well as more images & videos
    6. Need to spend more time in Social networking sites (Spend money for initial setup)

Get inspiration on how to categorise your articles and what kind of articles to publish by visiting other sports sites. You can also curate some of their content.

Study your competitors and improve on what they havent done.

Build a lot of high DA links pointing to it, will cost a fair amount, but will help.

First of all think about your site and then forum and after that e-commerce site. I suggest you to spend time on competitor's site.
I will give you a clear idea. Already, you got some useful suggestions from other members. Try to follow those suggestions.

Definitely (as suggested above) hit some forums about surfing and learn your audience. Find out what they want in need in a surfer site. Make some posts and ask questions if you have to.

Go for WordPress, unlike other CMS, there is strong community and there are a lot of resources available (a lot free as well).
WordPress it's simple and 5 minutes setup. If you buy professional theme you really need 5 minutes to customize logo, widgets and so on.
