[Need suggestion] for Location (City, Near me) Pages

Hi,
I'm planning to create location pages on my website to rank on local searches. I didn't do this before, so need your suggestion
I'm providing 6 main services but 3 of them needs location based SEO, Also i'm planning to target top cities in 5 different countries. Maybe i create GMB for each of them later.

1- What's the best link structure for this purpose? Country, state, city, area, child of services or under the main domain, should i have seperated city page for each service?
Example.com/City or Example.com/country/City or Example.com/service1/city or ...?

2- Based on the question 1, what's each page's best structure and content?
3- what's the best tool to use the best cities ? ( Google trends, Semrush, ...)?

Any tips and your experiences will help me a lot .

Hello, I have been doing location pages for a long time. If you create location pages, you must have very perfect structure. Google is taking down most of the mass pages website because those are well structured. There are some examples of location pages on this website https://www.seopagecreator.com. Make sure you have cities and keywords in the URL / Description and Title.
