I think the monthly payment is not a good idea, in my opinion. I don't think it's fair to expect someone to work day in, day out, for one month before seeing payment. It seems a little sketchy, again - I'm not pointing fingers, but I am sure it would not be too hard to make payment on a more frequent basis, at least weekly.

the reason is because i need to be paid first from the affiliate company to pay you, and to make sure no fake leads are being generated by the worker with proxies etc.. which so many people i have hired have done before..

When you outsource you're supposed to pay after they finish their work. If they're working for you daily, you can either pay them every day or every week and whether or not you get paid by the affiliate company shouldn't matter. You're gonna end up arguing with whoever you hire if they do the job and you don't get paid, so they don't get paid either.
If you arent making enough to be able to pay someone weekly, you probably dont meed to hite anyone yet.

The only place you can get away with not paying for a month is odesk and even those people expect some form of payment at least weekly.
You need to be paid by your affiliate company before you pay the worker? Serious? So if you dont get paid the worker is out a full month of pay?
If the worker is doing things legitimately, ie.. no fake sign ups and using proxies etc... they will be paid, simple
If you are not interested in the job and being paid monthy, don't apply, simple
