Have you tried contacting the provider if they can remove the links you bought from them?
I have lots of clients who are providing SEO services. You may want to get in touch via Skype so I can transfer you to them.

First, you need to discover the spam links by using Google webmaster tools link report. Download all the links and go through each one manually. Remove the spam links which are point towards your site and start building new links. I can help you by building backlinks in white hat method.

If the website has chronic (very bad) backlink profile, just move on and create a new domain, IMHO recovery is a long and uncertain road with no certain end in sight.

Yup, you're right. In such serious effect its better to drop the domain. But, most of the time penalties has been fixed with these actions mentioned above.
