Don't burn money on PPC to populate a forum.

You're going to need to make a decent amount of fake accounts, then post helpful information relevant to people you want to sign up. Then rank the forum threads for long tails and boom, you have members.

I don't know what niche your forum is in but look for unanswered questions or "micro niche" type of questions and use some fake accounts to start threads on these issues.

Here are the steps I'd suggest:
    1. Create multiple accounts in your forum.
    2. Hire 3 to 5 forum posters who will alternately log in to those accounts, create threads and make each account "converse" with one another. This way, it'll appear there's an active discussion in your forum. Well, yes, this is somewhat like a fake-it-till-you-make-it strategy, but this has worked out well for my other clients as well. So, I'm just sharing to you one of their best practices.

    What do you think?

I like the general ideas, I just want to keep the content reasonably high quality - this is a long term project so not interested in making quick buck, I want to grow it into an authoritative forum. Niche by the way is UK finance.

Pretty much everything said above. Join other forum groups of similar niche and post relevant stuff. Use your forum link or short url in your signature.

Rank the home page for a number of highly relevant keywords and also find list of top blogs in your industry that doesnt have forum of there own and offer them a sub thread for their readers to discuss/share problems.

    ^^^^ this.

It works pretty well. I did a blog post on another forum that I use to frequent and it got 45k views in just a couple days lol.

The administrator was hounding me for me devilish secrets on how I got that many views :D

The sad thing is that I was just testing out an SEO method. Didn't think it would work that much haha.

But you're going to have to populate the forum yourself at first. Some forum owners have hundreds of accounts that that look like their talking with each other. But as you know, content is king ;) You may even get some hits off of the short comments you post in the threads. It seems like a dirty trick, but it's what needs to be done.
