Need some Help

Hello everyone. I want to create a simple program for my friend's motorcycle repair shop. The program should contain customers info/motorcycles and the services that done to the motorcycles. Also i would like to add an invetory too for just storing some parts/oils. What do you suggest me? are there any ready sources available for this? Also should i go with .net or php and let it runs localy on browser? thank you!!
