Need some advice on selling SEO

I got a friend who needs a website for his business but also wants people to find it (wh only methods). Hes serious about marketing his site on the net and wants me to help him with it. I'm no expert but I got the fundamentals and they have been doin fine for me.

basically I'm trying to figure out how much to charge for a site and to market it locally. Any suggestions?
 
Is his business geared towards a local market/community or is he wishing to market world wide?

I just finished a project for a local service company. Local SEO is not that difficult. The company is located in a large metro area. After talking with them, I found out most of the business was completed around 5 communities.

Optimized for the 5 areas for a fee of $1000 with half up front, remainder at the end when I showed them the google results. This was all done WH. When working with a client, I do not use BH methods.

I attempted to have them join a monthly maintenance plan, but they said no.

Explained to them that rankings on Google fluctuate and that additional, on going work might be needed. I had them acknowledge this, so they could not come back and complain should they find the site not on the first page at a later time.

I don't have a set fee. I ask a lot of questions of the business owner and then develop a plan accordingly.

I charge 60 bucks in hour and take the customer by the hand so they can learn as they go. I could make more long-term by not teaching them, but for my nature I prefer to teach them how so I can move on to other things.

Yeah its local in a small city. Up till now all my SEO has been geared towards global so I figure a little local community should be pretty easy.

I figured I would give the guy a deal on a site and explain to him what SEO is. Most people get the website part (everyone has a website blah blah blah) but I would say most people are unfamiliar with SEO and how to make a site be seen.

I'm going to tell him up front that a website without SEO in this day and age is a waste of time and then maybe charge 500 (half up front) for SEO.
