I have an expired domain DA 60+, PA 50+. It has many very good backlinks from CNN, HuffingtonPost, Buzzfeed, etc. It used to be an authority site but I believed was closed down and the new owner allowed some spam backlinks recently.

My intention is to build an authority site of the same niche with many original contents. Because of some backlink spam, the current TF(15+) is only slightly more than half of CF(30+). Do you think it is necessary to remove the bad backlinks or can I safely ignore them and not worry about them affecting my ranking? Would adding more high quality backlinks help?

Also, If I'm building a PBN around this site, do I need expired domains of more than DA 60 or DA 20+ to 30+ with good TF/CF ratio is enough to boost my site ranking and metrics?

Be sure first that the website wasn`t reregistered as a spammy PBN website before building this. Use archive.org to check its past. Also see that the spammy backlinks aren't too many, or they could hurt more than good backlinks can help. Also be sure that the spammy backlinks weren`t the first reason why the website was left behind.. Maybe it is already penalized..

Yes I used archive.org and the snapshots that I could see are about a good authority site with many good contents, definitely not used as a PBN. But there is no recent snapshot available for me to check it up. The spammy backlinks aren't too many and not the worst kind like sex, or Chinese gambling.

I did some check and believe it has not been penalized, still indexed and not adsense banned either.

If there are no recent archive snapshots its possible that the previous owner blocked archive spiders. If u have blank snapshots same situation. Domains with those metrics arent easy to find. If u found it easy I advise u to stay away from it.

Use it on full, and redirect all good links to different pages but all bad links to 404. Don't worry.

As for your DA/TF question, just forget all metrics. Backlinks are what matters. All metrics on Earth are just mere signs and indicators of whether you should look at the domain's backlinks manually.
