Need solutions if the government or certain telcos block my casino site.

My website is currently on page one.
Our government has recently block a website , but visitors from certain countries or certain places or certain network still can access to my casino site. I believe this action was done by my competitors by reporting to the government and to remove the traction from my traffic.
I have poured a lot of money on SEO for this site and I do not want to waste it.
Are there any solutions to this without having to start over to rank a new website again??
