Prospective client sells a plumbing device and has almost no SEO or internet marketing setup. I'm recommending that he get a motion graphic video similar to the one shown below. This plumbing device has a distinctive shape, and like the video below, water comes in, goes through the device and then goes out. While in the device, certain things happen. As "A" increases the water does "B", and as A decreases that water stops doing B. Something like that.

I want a motion graphic video between 1:30 and 2:00 that shows this cycle at least 4 times at varying speeds. 1) Fast 2) slow with general narrative explanation, 3) slow, with stops in the process for detailed narrative explanation and 4) Fast again at least twice, maybe as many as 4 times, in order to demonstrate how the device works.

The purpose of the video is to inform the retail customer of exactly what the device does, and why it is better than what is currently available. Once fully-informed, the reasons for the customer to purchase should be very obvious. Conversely, if the customer doesn't not fully understand what it does, they have no substantive reason to purchase. Visual repetition is the key, and a repeated and detailed narrative will make the message "stick". This is the goal, and my initial outline is only a starting point, and can be modified if that will improve the quality and persuasiveness of the video.

First and foremost, I need some ballpark idea of what something like this might cost. Not sure what the customer's budget is, but if the ballpark quote is too far outside that boundary, then there's no point in continuing further. Not sure what the 1st step is, so any guidance would be appreciated.

I apologize I cannot be of any help. But, this is the first time I've seen you ask a question so, this is a pretty groundbreaking moment for me.

I understand. It's been a while since I've started a thread asking for help. I go through phases; i.e. Destructive/Constructive.

You could try posting it on freelance, with the above example and description, and see what offers you get (as long as they have examples of similar work, reputable history etc).
