need help with my paypal account

This happened long back when I was naive.
I transferred some fund from my real paypal account to one fake (new made) account. The money is still there in the account. But, it is locked. What I mean I can put in more money but cannot take out. It is asking to link to credit card and bank account. I know these are sold online but wary of such things as I don't have much clue about it.

I hope some paypal wizard would guide me here. thanks

You're going to need a bank account and a CC to be verified to withdrawal. I don't know of a way around it with a VCC or the like. If you have a legit pp account, can you just send the money back to it, or is everything locked up?
