Need help to open a bank account in UAE Dubai

Hi, I want to have travel to Dubai, and I'm deciding to open a bank account there to handle some online and international offline businesses,
So I'm looking for a Bank which provides account to tourists (non-residence or LLC) and have Debit card which can add to payment gateways or Paypal. and have a good online banking and support USD, with minimum to zero fee. Any Idea?
