need help building backlinks

Okay i have sites list where i can build backlinks , what i am not able to do is , place where i have placed anchor text , that page should have a page rank more than 6.

I need to build 300 backlinks. Has any one done this before?
can u provide me site list or do it for me.

yeah i know , but thats my requirement.
