Need facebook marketing expert

Hi, I'm looking for someone who will help me setup ad campaign with very low cpc.
For some reason when i try to market my niche using fb ad, i always get clicks that are $1+ per click.
Can anyone help me please? thanks

its an aged account, its my personal one.
I do manual bid but minimum is $1+
