What sort of keywords are you targeting? You don't have to reveal the actual keywords, but give an idea.
For example, a common keyword like "restaurants near me" will tend to show maps at the top of the SERP. For this keyword, users will be happy with what the map shows.
However, there are search queries that don't explicitly mean location related information and still show maps at the top. If this is your case, a lot of users will be happy to scroll down the results page and look for more relevant web pages. I see no reason why you cannot build a review site to target these.
Having said that, make sure you check who you are competing with. For example, a lot of cash-loaded companies occupy the top stops for such queries in my location. If I were you, I would go long-tail.
