It's pretty late on now. Not sure there's much you can do really, maybe best to just learn from it and move on.
The money isn't the real issue though, its about warning other promoters what this gangster is up to. Though a paypal refund would really stick it up him

Yeah I know what you mean, although I'm not sure how the refund would warn other promoters apart from maybe limiting his PayPal account. I guess just try get the word out as much as possible that this scumbag shouldn't be trusted.
Create a review site stating your experience with this person. If it's genuine I highly doubt they can sue you for anything.
It's not defamation if you're stating a real experience.
As he is UK based you could try the small claims court:

Also if that is unsuccessful then follow ShadeDream's advice
start a facebook page calling him out with all the details, befiend him with a fake account then share the page with all his friends, sneaky but very powerful
Tuff cookies to swallow! Small claims and check with your local law on the statute of limitations you should be fine. This is the way to go at this point.
