If you want real info on the Paypal, your best and most legal option is to JV with somebody you know will provide access to SSN, ID and current document data to verify the account if it is re-challenged (yes, 100% already verified PPs with real data can also get limited).

Contract with somebody to use their Paypal, who has already restored their account with real data, that should cover the bases in terms of it being aged and verified---but always remember that a verified account can get limited anyway due to tripping any number of alarms (unusual activity, bad IP, account overlinked to other accounts, etc).
