Need advise on Insurance offer targeting hong kong market

Hi gurus out there, i got an offer from an insurance company who wants to push for HK market. The advertiser is offering on CPA basis. How much should it be for the CPA cost? personally I'm not too familiar with HK market, thus hope to get advise from gurus
