need advice from experienced SEOs

    I have a website that has been stuck just below google places. It is for a local term, like "keyword" "city"

    the serps look like this: there are 3 websites above google places, then google places, then me. I have been building good backlinks to it but it won't move. The other 3 websites above google places happen to have verified google places listings. I don't have google places listing.

    I have come up with 2 solutions. I don't know which one is better.

    hypothesis 1: The reason the site is not ranking is because it doesn't have google places. Google figures "this website doesn't have google places, it is not local. The other guys have google places, they are local, they get priority."
    If this is the case, I will get an address and verify it.

    hypothesis 2: This has nothing to do with google places. a few PBN links will push the site above google places, and maybe even to the #1 position
    If this is the case, I do have an existing PBN that I am using for another site. I would be a little nervous using it for a second site because of footprints, but I will do it if I have to.

    based on recent experience (recent:2014), which hypothesis do you agree with?

    why not test hypothesis #1.. if fail then add hypothesis #2?

    Testing is a huge part of SEO but I'm surprised you do not have a Google places page.

    If you do not have NAP citations in place, and done correctly, you are missing out as well.

    The other thing you need to look at is your onsite SEO as that is HUGE in local.

    other than mentioning the city a few times and a few h1 h2 tags, what else can I do?

    from the little experience I have, it appears to be the other way around. If you have a strong ranking organic it will help boost your Google places listing. With that having been said, it might be a small factor, really hard to say. The only thing I can say is that your ranking can beat the google local list if it has enough good juice. I currently have a competitor in one of my industries that beats out all others for multiple big cities and this one does also not have a google local(places listing). They beat the google local listings everytime.

    I suspect them to have a lot of PBN's. Which somewhat ties into your second hypothesis.
