There's no list... advertisers contact networks most of the time, not the other way around unless an affiliate requests it. It is possible though assuming you have an affiliate base - go to other networks, check out their offers. Call their customer support hotline to try and get it in touch with the owner (make sure you tell the customer support you want to go into business with him) or else they will think you're just mad about the product.
There is also sometimes a physical address somewhere on the page (I forget if it's required or not). You can send a letter there and hope for a response but your chances are slim.
After that you will have to do some paperwork or he is not obligated to give you any commission for the leads your affiliates send. It's called an insertion order and there might be a few other things you need to work out (payout, payout time, exclusivity, etc.)
If you don't have at least a decent affiliate base forget about it. You can always lie if you really want to start your own network.
Also keep in mind that if for some reason the advertiser runs off with your money you will still have to pay your affiliates or risk losing all of them. Unless it's a BH friendly offer, most people are going to go with reputable networks like NB/CX for the guaranteed payouts.
