Need a php developer For leeching m3u8

Im fairly 4 years into webdesigning game, i do small shop sites, small js / python scripting projects & photoshop works usually. i sometimes get some jobs that is out of my skillset, ive a project like that & im thinking to outsource it.

Project.
- Leech m3u8 from some official live / replay videos sites & play it on clients site in own player. ( ull get examples of other sites doing it via pm, i dont want to break any TOS of bht by posting external links ).
- U will be needed to fetch the xxyyy sites m3u8 keys & save them in a seperate keys server via the api fetches & redirect key requests to this keyserver for fetching keys for the m3u8 to play in the clients site or you can do in whatever method u like.

Cost : 400$ Negotiable.
Process : 25% upfront. 50% after the first working demo & 25% after final work done. ( Negotiable ).
Method : Paypal.
