Plenty of people here who can build you a website.

Have a look in the marketplace or post this in hire a freelancer.

Be aware though, only members who are jr vip or above are allowed to reply to your hire a freelancer thread.

It all depends on the scope, requirement, technologies and platform used.
So can't comment unless most of it is known.

Would love to help, kindly connect with me on skype- live:del2inbox

If it's a shopping site why not use a platform like Shopify or WP's WooCommerce?

I'd rather go custom too but if you're just starting out the shopping site might be better to do round1 with one of the 2 options above so you really know what you want your custom site to be. Baby steps, the goal is to learn as much as possible along the way so you can make less mistakes tomorrows. There for it's best to make less expensive mistakes at first.

    $3,600? If it's a custom e-comm site that's extremely cheap. If it's a template that is overpriced.

Assuming you don't want any special features that are tough to find in templates, it sounds like you're looking for a run-of-the-mill e-comm template site filled in for you. Should be easy to find within your budget, one of these above guys should be able to handle that easily. My advice is be UP FRONT with them with regards to how big you need this to scale (number of items, categories) and if you need customers to have stuff like login. And if you expect them to enter thousands of items from and excel sheet, expect them to charge you separately for that. Don't seal the deal until you are 100% sure that they understand everything you require, this way you aren't screwing them by asking for free "extras" at the end and they aren't milking you for "basic" things at the end.
