This is a weird way to get what you want. You want a high converting landing page with traffic driven by Google ads, yes?
Well, there are 2 parts to that: the ad itself (including budget), which will determine how many clicks you get; and, the landing page (layout, graphics, industry research, copywriting, etc.) which must reflect the search terms and give the potential customer the needed information to continue on your sales funnel.
Both components require skill. Companies pay thousand$ for this to be done well.
Anyone who accepts your terms as is unlikely to get the results you expect.
You haven't shared the niche. You haven't shared your industry/product. Your potential hire doesn't know your ad budget. You aren't providing copy for the landing page...
I literally don't think you understand what you're asking for. I do what you're asking for but even when I was just starting out, I was charging at least $800 for all of that.
If you hire someone off of here, with that budget and they actually deliver, send me their info bc I have a job for them. I'll even pay you a finder's fee.
Also, be decent and use punctuation.
