1. How to promote our Website
2. What is the best way to get most traffic to our website
3. How long does it take to rank top 3 in Google

Well you can learn a lot from the search button. First your keyword will depend on how long til it will rank on front page. For more competitive words, (please check Traffic Travis free version to find out keyword difficulty), you will need to spend a lot more on quality solid SEO. I don't need to look at anything other than your sales copy, the main keyword you want to try to rank, and your top 20 competitors sales copy and sites. If you are trying to rank an affiliate product, I will not help. If you are trying to rank an Adsense site, I will not help. If you are trying to rank your own product or service, then I will help. I won't waste my time on "quick money" sites.

You cannot really expect to hire someone with 100 bucks a month. You better off buying a membership somewhere and doing it yourself

Yes, $100 was ok for Pre Panda and Penguin age. But now a days SEO bit tough and its very hard to get Rank Google. If you are not Penalized already by Google Penguin and you did supper on page optimization with top quality content then you can try to get Rank. But never expect result over night and don't build links aggressively. Not too many links by using keywords. Link diversity is important fact and most importantly social media signal its important to optimize your website.

A : PPC (Fast advertising but can be costly), Affiliates (best) but it take time to find the right affiliates, banner advertising (Costly, but good ROI) and SEO , take time, and Nobody will guarantee TOP 3. Period.

Q: 2. What is the best way to get most traffic to our website
A: you can purchase forced traffic(PPV) / boots, but they are just a waist of money. Best is PPC, and Affiliates. ( see above)

Q: 3. How long does it take to rank top 3 in Google
A: Long. depending on the following factors: Content, Content and MORE content ( and few good old links)

P.S. for $100 buck, NO right SEO guy will even start looking through the site to see what it needs. Sorry.

Depend, you can try long tail and you will be on first page or you can try keyword thiwh one or two word and you must pay to much.
Depend your niche.
