Need a how to video created

I'm ok with graphic design but there is one thing I'd like to learn and I'm willing to pay someone $20 whose qualified who also has really good English to do a "how to" video and show me how to take an image and and make a beveled border effect like this one which has the kind of beveled edge you see on this graphic (see the attached sample graphic).
