Need a good offshore Host that will ignore C&D's

My buddy needs an offshore dedi that will ignore spam complaints, C&D's, and takedown requests and will not disclose their information.

The server will be used to host bots that scrape websites like craigslist, ebay, and other big websites on a massive scale. Anyone know of any good reliable ones?
