Is there a way to make my site go up and make my competitor's site go down in the natural ranking?

If you switch positions that will naturally happen.

You can also try to rank multiple properties and push them off the 1st page completely.

Yes, but I was told about "aggressive" means, if I may say so, to deal with competitors. I don't know if it's legal or not? If so, who can I turn to?

If you focus on page speed and on-page SEO you might win the position. Backlinks not working as they used to be.

Your site can go up organically if you do proper SEO and get backlinks. You cannot make your competitor's,website go down in rankings.
