Yes, of course, it is possible to create a new YT account but first you should find out the reason why your account was banned.
You could just clear cookies, change your IP (if dynamic IP) and start over again but this time do not violate YouTube's TOS or else your account will get banned again.

You can create a new account the same way you did it the first time around. If you have a dynamic IP then restart your router, which should give you a new IP. Dont forget to clear cookies and cache before account creation.

If your IP is static then you can go for account creation using private proxies, if you care for the longevity of accounts or else use public proxies.

1. Change your computers ip address > clean your browser >signup for gmail > do not use previous phone if needed> get youtube
2. Get a private proxy > use it in your browser > signup for youtube
