What is going on? D: is google reviewing my account?
After 300 views or so... YouTube completely updates their view count every 12-24 hours. Even up to 48 hours. So if it doesn't update by 48 hours then try contacting their staff support.
it's been almost 4 days. How can I contact staff support?

You cant do anything once you are disabled, you can however ask for an appeal, very little is ever done and its something like 1-5% of people actually get their account back (including bigger youtubers).
Sad to say you are a victim of this, your chances of getting your youtube account back is thin.
EDIT: But still, is no reason to "freeze" your video views lol. Thats so silly of Google.
The question is what did you do
all I did was used Vagex and other viewers / sites to gain subs / likes / comments...
Im not sure how Vagex can cause this as its actual people viewing and views are very slow. were you still promoting thisng like this?

O damn, is this in relations to mobile views?! Or using Vagex? And I can't image yt being 99% free, but I can imagine bots being slower than they already are.
I very much doubt it, could not possibly be from vagex or else I'll be submitting videos of people I don't like on Youtube to vagex and have them banned. It must be something you did like using your actual youtube account to use any sort of bot or exchange system. Were you mass subbing and friend-ing ? If a site is asking for your Youtube login details my advise is to leave it alone.
Can you tell us exactly the sites or bots you used? Was your account being used to comment and message other Youtubers?
I think it was because because I used a bot to thumbs up my video on the same IP address? 32 accounts total.
