I was number 1 for over a year and cut back on my linkbuilding. Now since all the updates I have been bouncing from 3-4 so I dont think i have any penalty. I have way more links, better content and better age than the sites beating me. I also have waaaaay more links. It is low competition niche local business. I bought more services yet my site does not want to move. Im stuck!

Try improving (or reducing) the amount of on-page SEO your site has. If you do build more links, make sure they are good links. Don't fall for the quantity over quality.

I am in the same boat. For my keyword there is a website with only six pages ranking pretty high with virtually no backlinks. It does have domain age though.

Look at Link Building services that offer a "Drip Feed" system that will slowly build links for your site on high PR sites on a steady and slow day to day basis. It's still safe and okay to build links, but doing it in such a way that looks natural is a must after the Penguin update and the Link Building "Drip feed" system will allow you to do this. Services like Index Bear are good ones as they offer this system and build links for you on their private network of high PR blogs. I hope this help. :)

Have you tried Link Diversity, Web 2.0s, Content Building or Blog Commenting? Just trying to give you some other ideas that maybe you haven't tried yet.

I've read that diversifying your anchor text has brought miracles to these kinds of situations. Looks like you might have tripped an overoptimization filter?
