My penguin 3.0 effected site has now resurfaced onto the front page

After this Oct. update, my moneysite sank to the 100s+ position but now after I've canceled my SAPE packages and switched over some of my personal PBN links away from the site, it is now ranking higher than my new site (which i've added PBN links, blue matter's relevancy rocket, and the most expensive speed rank package). the old site used to rank for top 5 for the majority of its keywords, and just today reemerged at around the 5-6 position for my most important keywords. My new site is ranking like this .

Anyone else see their sites reemerge? This really confuses me because the most powerful links associated with my original moneysite have already been removed..

UPON FURTHER INSPECTION MY OLDEST SITE THAT WAS PENALIZED in oct 2013 has resurfaced at page 5 after 0 link building over 2 years?? This is so weird XD

About that one from oct 2013, it can be because the penalty was "removed"/"deceased" after one year and with the update. Updates sometimes lift penalty's from some domains.

Did you point SAPE directly to your money site or tier 1?

It must have been hit with the manual penalty which usually has an expiry date unlike the algorithmic penalty. Most probably yours is set to 365 days and after an year, it popped up back in top 10 pages.

Ranking image you shown in OP is from new site or old which was penalized in OCT 2014 (recent penguin 3.0 ) ?

This has happened to me too. Sites weren't penalized, but when I removed links they ranked higher or at least never dropped in the rankings. No one knows.

Sure massive movement over here. I got penalized and sunk 10 pages deep. But now i am seeing my octomber ranks back massive movement like from page 93 to page 1 very funny.
My problem was over optimization of anchor text, did a balance immediately after penguin

Cant celebrate yet since it has been dancing for some time, this could be a dance or simply an update. How i wish its an update
