My niche are local businesses

with this in mind most of the sites are starter site that need about 200-500 links.
My method is : am I missing anything that could speed up the process?
1. unique articles (create a blog page and add them to the site with title and url being the kw)
2. blast the articles via AMR and manual submission to 25 sites, once found I will scrapebox the sites with a 2000 blast
3. create 30 edu backlinks various prs
4. 100 manual profile links trying to keep it at least pr 1
5. use directory submitter to try to create as many submissions as we can
6. 50 scrapebox blasts a day for 20 business day and rss feed them
7. submit the articles written manually to the 25 directory list I have.
8. buy a bookmark package from fiverr about 100 bookmarks
9. video site maps via youtube as well as about 15 local directory listing such as city search.
I would very much appreciate any professional, friendly comments and advices.
