I had a high rating on ebay long story short I got cheated on ebay and owe money its nothing major but im not paying anyway how can I get back on do I have 2 buy another account?

Best thing to get it back is to pay the bill and explain ebay the situation. Otherwise, just get a new account

sure, there are fake accounts - take a look in the forums, I'm sure someone describes or can help you how to get ghost accounts
