Music Downloading Website Building

I am brainstorming and doing a little bit of research about how to build a music downloading site and use it for gaining some affiliates. Does anyone have any idea about building this type of website?... What headaches are involved when dealing with white, gray, and black hat techniques when dealing with music downloads?

(ps... not sure if I put this in the right thread)

One problem I see is if you want to narrow down on the niche, you're gonna run into problems choosing what artists you want to target.

Aaand, if you don't target artists or genres, trying to rank for something like, "music downloads" as a keyword phrase is gonna be ass difficult.
