Will Google allow this? Say you have 5 sites about "dog training" or whatever and you're hosting them on all on the same IP. Ever if they are optimized perfectly, will Google not allow them all to rank high because they are all on the same IP and Google doesn't want one person to have a monopoly on the first page?

Yes, it's possible in less competitive niches. I have no idea if it's doable in a highly competitive niches though...

Has Google or Matt Cutts said anything specifically about this?

I would imagine Google has some precautions built in around this since having one person dominate the SERPs is not "providing a good experience to the user" or whatever their main goal is.

    From my exp, no!
I have 2 online shops with 80% same content. Only one, was in the 1st page of g00gle even thought both have backlinks built. When i purchased the second ip and moved the domain that wasn't showing, i got it on number 3. So now i have #1 and #3 spot.

Well, I have 2 sites sharing the same IP, that rank in top 10. The content is unique and they're interlinked. The competition is low. So it's possible after all :D

Do those two sites use the same Google Analytics ID?

Why not? Links from the same IP could bring less power, but you can have fully legitimate sites with the same IP.

I wasn't talking about links, just having the sites on the same hosting account.

I managed to get 3 sites in top 10 for a more or less competitive niche.

Only lasted couple of days, though
