Multiple pop-up/fly-in type ad solution recommendations?

I'm looking for a pop-up or fly-in type script that opens on the click of a link to an outside page that A) doesn't get blocked by the usual pop up blockers, B) is easy to create and manipulate-I plan to have unique destination links on every page of my site that shows a different pop-up, with different content in it and C) is cheap or better yet, free. Not asking too much I know...
