I am planning on monetizing a youtube video, however in all my videos I have made a intro with 10 seconds of a dubstep song I do not own or have not created. Would this be alright to monetize and earn money if I have got permission from the artist themselves? What sort of written conformation would I require to use there content?

Yes, it would be ok. You just need written confirmation that he agrees with the fact that you are using his track as an intro for a video that you may monetise.

But most of the times if the song is not from popular bands or artists you can go without any permission.

Correct, you would need a "licence" or approval if from the artist. However, you don't need to necessarily show this approval until Youtube does a copyright claim on your video. Until someone complains or Youtube has the lyrics already in their repository, then you are good to go in a sense...

You could credit it in the description and maybe capitalise on it somehow (comments...etc)?
