"There's been talk for a while that Microsoft was going to make some big changes to Internet Explorer in the Windows 10 time frame, making IE "Spartan" look and feel more like Chrome and Firefox.

It turns out that what's actually happening is Microsoft is building a new browser, codenamed Spartan, which is not IE 12 -- at least according to a couple of sources of mine."

On a contrary it is designed more like chrome and firefox.

IE is so bad that probably want to make a new idendity for it with a new name.

"look and feel more like Chrome and Firefox" ? But these two browsers don't look and feel the same, they offer very different browsing experiences.

It's good that they have finally decided that IE is crap and they need to make a break from it in order to start new and make a better browser. But I doubt it will be much different, expect the "skin", and under it there will be the same old IE. Building a browser from scratch takes time, and they will not be able to build a brand new browser that can compete with Chrome/FF anytime soon, so doing a paintjob and calling it a new car is probably more likely. Rusty engine inside, still.

IE has been losing it. Well lets hope that it wont be buggy and become worse than it has been.

They pushed themselves into a corner with IE. Its code is part of the Windows SDK. Rewriting that code (and testing it for compatibility) is not something Microsoft can lift in a year or two. Meaning they cannot compete with stand alone applications like Chrome & Firefox.

IMHO they lost that browser market, and skinning IE is not gonna help them.

I stopped using IE long ago. It would have to be something groundbreaking to take me away from chrome. IE's history brings me to have "0" faith in whatever product they bring to market...

It may be bad for web designers but it's good for users. They finally did it.

Great. Its always a bad sign when any tech company decides to do an about turn and copy its closest competitors. It tends to end up as a product based on the small amount that they understand about someone elses vision.
    But we will see.
