I tried to sign up to get a free voip number by a company called sipgate. When I selected their free plan I get this message:

Thank you for your interest in sipgate!

Due to the increased volume of new registrations within the last few weeks, we have unfortunately ran out of free numbers in your area and we are currently not able to offer you any alternative free phone number at the moment.
We have ordered a new batch of numbers which will be made available very soon but we're afraid we can't give you an exact time frame for this yet. Follow us on twitter and we will let you know when it will be possible to sign-up for an account with us again.

We apologize for the inconvenience caused by this.

    • Thanks Thanks x 1

So I guess you can eliminate twitter and use facebook or any other social platform and get them to sign up. You could even create dummy services that look real just to get them to sign up to your social network!:p

Actually they are doing it to get notified when the service will become available again. So the bottom line is this:
    1) offer a valuable product / service.
    2) create scarcity by informing the user that you have "no more available".
    3) create forced opportunity by allowing them to join your social network to get updated.

You can use this method to sell services on sites like fiverr. I'm sure there are other ways to monetize this method. :)
