As far as phone verification goes, don't be lazy, search around for what is working (as Google Voice and other popular software numbers are pretty widely known at this point). Perhaps some of the text number sites or apps may work, or the old-fashioned pay phone at a WiFi hot spot.
If you go to a library or hotspot to set this up, more times than not you can ask a person sitting nearby "oh, I forgot my phone could I use yours for a moment?," and get them to lend you their cell to take a text/voice confirmation message.
If you understand SIM cards you can go that route, or more simply you can buy a Tracfone with a few minutes on it for under $10 bucks from Amazon for this purpose. To recoup the money, offer to use the number to phone verify 5-10 other accounts for others for $1-$2 each.
