Membership on my youtube channel has been approved but can't see JOIN button

Hello,
youtube approved my request for various level of membership to offer my subscribers but the "JOIN" button has not been added.
Please note my MONETIZATION is disabled, is that the reason? I thought monetization enabled was only needed to show ADS on my videos...
