I have set a maximum cpc at .15 for keywords that get between 12,000-500,000 clicks a month, it says that I will be in position 7-12 what is the likelyhood that I will actually get any clicks in these positions?

thanks in advance,
Will

Yo will get clicked.
What you need to focus on is quality score and mainly CTR.
If you have a good CTR that .15 click will put you within positions 1-3.

How do I focus on quality score, also the top click price for this niche is almost $9.

I try to include my keyword up to three times in my add. In the title, body, and url. I also create a landing page on my website focused on that keyword where I include it in the page title, meta tags, url, and throughout the body usually in bold. This makes my page as relevant as possible to my ad and increases my quality score. Youll also increase your quality score by having a high ctr. I try maintaining 10%. To achieve that youll need a good ad copy and top 3 position or so. Usually after several days to a week of running your ads, google will start lowering your cpc. Being on pages 7-12 might bring in some clicks, but it probably wont be that significant enough to test a campaign and see if its profitable over the long run.

would it be on page 7-12 or would it be position 7-12 on the first page?

Pages 7-12. Theres a maximum of 11 ads per page. If the top bid is $9 per click you wont see first page listing by entering the market at $0.15 per click. At that price you will probably be better off testing the content network.

Thanks. Im a noob when it comes to ppc. I have a lot of homework to do. Maybe I will explore the content network.
